What Does A Fluent Reader Do?
A fluent reader:

Reads with expression
Decodes known words accurately and automatically
Self-corrects right away when something does not sound right
Attacks unknown words quickly because he/she knows how to change individual letters, or groups of letters, into sounds, blend these sounds together, and then say the word.

Recognizes some high-frequency words quickly.
Understands what the passage means.
Reading is like riding a bike. If you do not go fast enough when you ride a bike you will fall off. If you do not read the words fast enough you will lose the meaning of the text.
